I think the point a lot of commenters are missing is that it is annoying for new streamers to have to choose between streaming a lot for fun, or only streaming when they can optimize their views.Another possible solution would be if twitch averaged the viewers in the busiest 30 (or another number) hours of streaming to meet the qualifications.
